For me I say go ahead and put France Sr. in and then no owners, officials, nascar news people, announcers ever again. Drivers only and then only drivers from the top series. I don't care if someone had 500 wins in the Nationwide series or any other series.... But that's me and I doubt they'll ask me. 
If they want those other people in make another spot for them and no vote, just stick them in.
